Gods and Monsters

Submitter: John Olson
Description: The Free Islands of Caribbea, founded in the 1660s by pirates and privateers, showed the world that Magick was real, and when the British Empire was forced to recognize their independence, they took to the lesson well. Careful study revealed that Alchemy was easier to master than the more esoteric branches of the Ethereal Art, and though true mages and enchanted objects were rare, the Material Art became a part of the Industrial Revolution. This had the effect of accelerating the development of certain types of technology. Today, in 1950, we have steam engines, zeppelins, and the railroad, but we also have "Computation Engines," organ transplants, and the beginning of space travel. In addition, the past fifty years has seen the development of Applied Psychics, as Industrial Alchemy has produced the Amplifiers that are needed to start training. All of which makes for a pretty rosy world. Despite the loss of the Free Islands and the American colonies, the British Empire has lasted...but now it is fading. In the oppressive Puritan provinces of America, in the long-pacified Arabian Peninsula, in the streets and in the hills of India, even in the slums of London and the poorer of the Free Islands...something is stirring. There are rumors of monsters in the sewers, there are mysterious deaths and vanishings, and there is more... Psychics were the first to sense it -- a force gathering in churches and pagan sites. People claim to have touched the saints, to have seen angels, and to have found God. What is behind this? Why does it seem to manifest most often to those whose lives are endangered by the horrors that creep under Society's surface? And why, oh everlasting why, does it seem to play no favorites in matters of Faith, saving Puritan, Anglican, Catholic, Muslim and Hindu alike?

Cultural Organization

Society composed of politically autonomous geographical regions ranging in size from cities to continents or entire planets. "I am a citizen of Great Britain"
States

Social Conditions

The society is in the midst of a period of restriction on thought or behavior. Ex: Victorian Era, the Red Scare
Constriction

Tech Level

Mass production, steam power, telegraph, railroad, zeppelin, ironclad warships, dynamite, repeating handgun, direct current electricity, germ theory of disease, anesthetics, vaccines
Industrial Revolution (TL 5)

Nuclear power, computers, lasers, rockets, mag-lev monorail, hovercraft, kevlar, fission and hot fusion, solar power, organ transplants
Coexisting with: 1950-1990 (TL 7)

Narrative Emphasis

Social maneuvering, diplomacy, coalition building
Politics

Reality Style

Doomed characters in terrifying circumstances
Horror

Goodies

Magic

Magic which derives from the practitioner's level of enlightenment and/or exposure to supernatural phenomena. Mage and Star Wars both provide examples of this.
Structure: Gnostic

Creation of potions and other single-use magic items.
Spice: Alchemy

Creation of permanent magical devices.
And: Enchanting

Psionics

Psionics are an outgrowth of the processes of life, and variables such as species, emotions and states of consciousness can affect psychic powers.
Structure: Bio-Psionics

All people are psychic, though only a few are powerful enough to use it consciously or to great effect. Psychics may seem strange to most people, and high-powered attacks may affect bystanders.
Development: Universal

Technology to boost or mimic psionics is available.
Spice: Psychotronics

I have to say, when I read that, I felt like I was reading a Ken Hite campaign concept. Neat! I'd be interested in hearing about the types of adventures that would use this setting. What would the "default" role of the PCs be?

Well, the randomly-chosen Narrative Emphasis is Politics -- "Social maneuvering, diplomacy, coalition building." That doesn't really fit well with Horror, since Horror characters are basically alone. Perhaps there should be some emphasis on finding allies in a Shadow War against the monsters. These allies would be good for providing information and supplies, but when you're up against it, you're on your own. I'm thinking Call of Cthulhu-type Investigators, usually academics or other intellectuals, backed by various secret societies and trying to find out what's going on. In GURPS terms, let's have Ritual Magic, but with more overt spells and the possibility of permanent enchantment. The base TL is 5, but Industrial Alchemy makes it possible to produce TL7 things with it. Alchemy is a Magic Path, but you can take a lesser Aptitude to be able to use it without being able to do spells. As for the Divine, no character should be able to control it...perhaps take "The Ineffable" as a Patron with high power and low frequency of appearance. There should also be international tension between the Free Islands and the Puritan Commonweath of America, with the fading British Empire making it a three-way struggle. That way, when you have to pursue a cult into another country, you'll have some politics to negotiate your way through.

I have to say, that's one of the niftiest ways I've ever heard suggested for handling more amorphous yet direct divine favor.
